MESSAGE

CHAIRMAN GERARDO C. NOGRALES

         The National Labor Relations Commission (NLRC), a quasi-judicial agency attached to the Department of Labor and Employment (DOLE), is mandated to adjudicate labor and management disputes involving both local and overseas workers through compulsory arbitration and alternative modes of dispute resolution.
 
          With a strategic mission firmly in place, the NLRC embarked on a far-reaching labor and employment agenda in previous years, furthering its efforts to be the pre-eminent government agency which has taken the lead in promoting and maintaining industrial peace based on social justice through economically-viable dispute settlement machinery.

Zero Backlog

NLRC issues new guidelines in handling collections and disbursements of trust fund for execution of judgment

       In a Memorandum Circular 08-01, Series of 2013, Chairman Gerardo C. Nograles issue internal guidelines and procedures in handling collections and disbursements of trust fund for execution of judgment.

       The Memorandum Circular was issued for the purpose of uniform and consistent implementation of NLRC Administrative Order No. 10-11, Series of 2012, as adopted and approved by En Banc Resolution No. 08-12, Series of 2012, which was published in Official Gazette on November 26, 2012.

NLRC revised minutes for termination cases

       In a Memorandum dated 31 July 2013, Chairman Gerardo C. Nograles issue revised minutes for termination cases.

       The memorandum was revised to effectively aid all Executive/Labor Arbiters in the resolution of cases and improve the quality of decisions rendered in the arbitration level.

        The revised minutes will be mandatorily use during the compulsory arbitration mandatory conciliation and mediation conferences.

NLRC designates new members of the Strategic Performance Management System (SPMS)

       In an Administrative Order No. 05-03, Series of 2013, Chairman Gerardo C. Nograles designates new members of Strategic Performance Management System (SPMS).    

NLRC creates Tripartite Efficiency and Integrity Board

       In a Special Order No. 06-19, Series of 2013, Chairman Gerardo C. Nograles creates the NLRC Tripartite Efficiency and Integrity Board (NTEIB).    

       Special Order No. 06-19 was issued pursuant to DOLE Administrative Order No. 31, Series of 2013, relative to the DOLE Framework and Action Plan for Efficiency and Integrity Development.

NLRC designates new pool of hearing officers for fact-finding committees

      In an Administrative Order No. 05-01, Series of 2013, Chairman Gerardo C. Nograles designates new sets of hearing officers for the existing NLRC fact-finding committees.

NLRC regulates inhibition of cases

      In an Administrative Order No. 02-08, Series of 2013, Chairman Gerardo C. Nograles issue guidelines on inhibition of cases.

      Administrative Order No. 02-08 was issued to obviate the practice of inhibiting from handling a case, especially during execution proceedings, which has caused unnecessary delay in the disposition of cases.

Welder won for illegal dismissal at NLRC-NCR Arbitration Branch

       In a Decision on December 2012, an NCR Labor Arbiter ruled in favor of the maintenance welder against the South Central Construction for illegal dismissal.

       The complainant, Jeremias P. Rante, filed a complaint for illegal dismissal with claim for payment of separation pay against the company.

NLRC dialogue with Association of Genuine Labor Organizations (AGLO) successful

The NLRC, represented by the Chairman, Commissioners, Labor Arbiters and Staff, conducted a dialogue with the Association of Genuine Labor Organizations (AGLO) last June 3, 2013.

The dialogue primarily focused on the execution of judgment. The AGLO admitted that the NLRC now was resolving the cases faster and further suggest to closely monitor the process of execution.
