The National Labor Relations Commission (NLRC) Third Division has disposed of a total of 2,697 labor disputes in 2006, mostly through conciliation and mediation, preventing strikes and lockouts, promoting industrial peace, and enhancing the relations between workers and employers. NLRC Chairman Gerardo Benjamin C. Nograles said the Third Division has the highest disposition rating of 60 percent among the three divisions in Luzon as reported by the NLRC Research Information and Publication Division (RIPD) during the YearEnd Performance Assessment for 2006. Nograles said that nationwide, the top performer in the commission proper with the highest number of "cases" disposed of in 2006 is Commissioner Tito F. Genilo with 1,072 cases or an average of 89 cases per month followed by Presiding Commissioner Lourdes C. Javier with 817 cases or 74 cases per month and Commissioner Gregorio O. Bilog with 808 cases or 67 cases per month. Genilo’s impressive performance was recognized by the commission and Nograles during its en banc session in Manila last Feb. 2 naming him the commissioner who has achieved the highest number of cases disposed of in 2006 in the commission proper. A career official in the Department of Labor and Employment (DoLE), Genilo served as chief of staff of four labor secretaries, NLRC labor arbiter, and deputy administrator of the Philippine Overseas Employment Administration (POEA) before his appointment as commissioner.
